Of the 23 enterprises under the administrative control of Public Enterprises Department, only a few were originally set up as Government companies but the remaining majority were erstwhile sick private sector units taken over by the Government. However, PED took several measures to revive all these units and run them successfully. The performance of these units was monitored regularly. A Strategic Business Experts Group (SBEG) was formed to study the units in depth and suggest improvements. Investments were made in upgrading technology where necessary. However, the units continued to make losses for various reasons worsened by greater competition on opening up of the economy after 1991. The drainage of budgetary resources in supporting the units reached a level that was considered untenable. The Government accordingly decided to take up a programme for restructuring all loss making units so as to revive them wherever possible and to make them financially strong so as to substantially reduce the budgetary support. |

PSEs UNDER CONTROL OF PED
After closing operations of selected PSEs under restructuring programme and excepting a few units already in the process of Joint Venture Transformation, the following PSEs are currently in operation under the control of PE Department :-
1. Westinghouse Saxby Farmer Ltd. :- Manufacturer of railway couplers, brakes and signaling equipments.
2. Durgapur Chemicals Ltd. :- Manufacturer of caustic soda, bleaching powder and other allied chemicals.
3. Gluconate Health Ltd. :- Pharmaceutical company.
4. Britannia Engineering Ltd. :- Manufacturer of heavy equipments for construction and tea industries.
5. Saraswaty Press Ltd. :- Printing
6. Mackintosh Burn Ltd. :- Civil construction.
7. Eastern Distilleries & Chemicals Ltd. :- Manufacturer of alcohol.
8. Shalimar Works Ltd. :- Manufacturing of small and medium ships
9. Electro-Medical & Allied Industries Ltd. :- Manufacture and maintenance of medical equipments.
10. W. B. State Warehousing Corporation :- Statutory corporation in warehousing activity.
